HI has been working in Bangladesh since 1997, with a focus on creating sustainable changes in terms of ensuring rights and inclusion of people with disabilities in society. In response to the massive influx in Cox`s Bazar district in 2017 HI has established an emergency intervention through multi-sectorial mobile teams providing services in rehabilitation, health, protection, and PSS. HI works not only with people with disabilities and other vulnerable populations, but also with their families, their communities, and the society, in order to provide sustainability in its action.
চাকরির বিবরণ / দায়িত্বসমূহ
OBJECTIVE 1: LOGISTICS SUPPORT
Ensure the good performance of his / her department;
Follow and monitor the budget under his / her responsibility;
Optimize the logistics response and use of resources in his/her area of assignment by analysing indicators, making recommendations and providing updates;
Ensure a good collaboration with program teams in order to maintain a continuous and updated knowledge of the project implementation plan;
Plan and anticipate the logistics capacity development according to the project implementation plan;
Provide logistics support and advice to the program team to ensure the smooth implementation of project ac-tivities;
Carry out a continuous collection, control and filing of the compulsory documents used within his/her team to ensure the compliance with HI procedures and facilitate external audit;
Contribute to the smooth coordination and communication within the Cox’s Bazar Logistics department;
Propose relevant adaptation of established processes (movements, planning…) to the Logistics Manager;
Supervises local G4S contracted SECURITY GUARDS, and alerts the Logistics Manager of issues immediately.
OBJECTIVE 2: PREMISES MANAGEMENT
Ensure the good condition and continued maintenance of offices and accommodations;
Ensure the continuous availability of gas, drinking water, stationary, consumables and other welfare items in the office and accommodations;
Maintain comprehensive inventory of HI items (furniture, electrical appliances, etc…) within the premises and keep it up to date;
Follow-up on HI property lease agreements expiration dates and report it to the supply manager for the renewal;
Continually update the accommodation board and organize arrival / departure with his/her team;
Ensure the management of expatriates & visitors accommodation in a cost efficient manner.
Report on the relevance between office size, location, etc…and the HI need
Carry on research of premises according to the need and make proposition;
Ensure and oversee the opening of new offices if required
OBJECTIVE 3: PURCHASE MANAGEMENT
Ensure the respect of HI (and donor if required) purchase procedures;
Procurement processing and follow up of the approved PSR (purchase and service request) for program activi-ties;
Collect Supplier Quotations (SQ) as per the Procurement Guideline Thresholds then forwards them to the super-visor; reports any difficulties (sourcing, stock outs, unavailability) immediately to the supervisor and consults the applicant when needed;
Prepares Summary Bid Analysis (SBA) for purchases through quotes;
Prepares Supplier Purchase Order (SPOs) and service contracts when needed;
Ensure the quality of the purchase and the delivery deadlines;
Follow up the order/purchase until delivery;
Ensure the accurate filling of purchases files: signatures, presence and validity of the documents, in order to guarantee accurate traceability of all purchases throughout the supply chain;
Ensure preparation of weekly PSR MC (Procurement Monitoring Chart) is updated accurately and forwarded to the Logistics Manager.
OBJECTIVE 4: EQUIPMENT AND STOCKS MANAGEMENT
Ensure the respect of HI (and donor if required) stock management procedure;
Manage regular monthly inventory for the stationary, consumables, equipment stocks in the base, prepare PSR for replacement of stock;
Ensure the security and the follow up of the equipment used on the mission (identification, inventory, affecta-tion) in collaboration with the IT Assistant;
Ensure the security and the follow up of the communication and IT equipment (and supplies) on the mission (identification, inventory, affectation) in collaboration with the IT Assistant .
OBJECTIVE 5: VEHICLE MANAGEMENT AND MAINTENANCE
Ensure the respect of HI (and donor if required) vehicle management procedure;
Manage, in collaboration with Fleet Assistant, the planning and allocation of vehicles for staff movements;
Supervise the general follow up of the base vehicles (consummation checks, movement planning, vehicle rental contracts, etc.),
Ensure the V MC (Vehicle Monitoring Chart) is accurately prepared and forwarded to the Logistics Manager monthly;
Ensure a regular maintenance on the different vehicle of the base, setup appropriate maintenance contract with supplier or ensure an appropriate repair process with local technicians ;
Define the more relevant means of transport for goods delivery and process the administrative formalities re-lated to (by road, by plane, by boat, etc.) national, regional and international in a rapidly shifting context
OBJECTIVE 6: TEAM MANAGEMENT
Organize and supervise the work of the Base Logistics department;
Leading and organizing weekly team meetings;
Strong capacity building management in order to improve the skills of the Logistics ;
Ensure strict application and respect of the Internal Regulation by your related staff (vacation/leave planning, gap coverage);
Support and advise your team in the implementation of their Roles and Responsibilities;
You ensure conflict resolution (personal and professional) within your team and inform the Logistics Coordinator and/or Head of Mission.
Participate with the Logistics Manager to the appraisal of the base Logistics staff.
OBJECTIVE 7: REPORTING
Ensure standard reports (PSR MC, E MC, V MC, Stock Reports) are completed timely and accurately for the Lo-gistics Manager;
Participate to the monthly situation report (SITREP) by providing relevant data related to your position to the Logistics Manager.
Objective 8: Ethics and Professional Practice
Show professional ethics, respect and promote Handicap International mandate;
Respect the Handicap International protection of children policy and protection of beneficiaries from sexual ex-ploitation and abuse policy and report to your line manager any non-respect of HI’s policies amongst the teams or partners;
Respect the Handicap International policy and mechanisms for the prevention of, and fight against, FRAUD and bribery and report to your line manager any non-respect of HI’s policies amongst the teams or partners.

Diploma or Bachelor degree in Logistics, Business Administration, Management, Purchasing and Sup-plies Management , or other relevant field

কমপক্ষে ১ বছর
অন্যান্য যোগ্যতা
At least 1 years experience in humanitarian and development INGOs, with at least 1 year experience in the Logistics activities.
Strong negotiating skills
Good organizing ability
Excellent communications skills both in Bangla and English
Ability to operate in a cross-cultural environment requiring flexibility
Autonomous but also a good team player
Advanced computer literacy are essential requirement
